Hi there hope i can be of assistance, OK if the fuses are definatly ok, and the bulbs are fine, then is going to be either th headlamp switch or the GEM at fault. The GEM controls all the ancillary electronics, this is disguised as the fuse box of which you checked the fuses in the passenger footwell.
Are there relays on the headlamp wiring system?
There are no traditional relays on the wiring system for the headlamps. The GEM does this internally using transitors etc. But has the same principles as a relay. You should always hear a faint click from here as this is the switch actually working inside the GEM.
