They get blamed for many a problem but quite often its down to the wastegate being sooted up and very stiff so the actuator cannot close / open it properly. Try taking it off and see if the wastegate moves freely by hand. Usually these throw up a fault code though. Im having similar issues with a 53 mondeo 130 now.
