Why does some coolant say do not add water?

I believe the “don’t add water” message is to let you know water has already been added. Older formulations required the addition of water to dilute the coolant; the one you are referring to is pre-diluted. If there is currently a mixture of coolant and water in the radiator, it’s fine to add the 50/50 mixture.
